Abstract:
[Extracts from introduction] The subject of competitive bidding is of practical importance in many industries and many business situations. In essence, competitive bidding represents a subdivision of the general problem of price determination and, as such, is of interest to the economist, and to those concerned with the major applications of economics in management, finance, accounting and marketing. Obviously the businessman or manager faced with the unpredictable outcomes of competitive bidding situations as an ongoing problem would welcome any approach that might remove some of the uncertainties and increase the probability of bidding successfully and gainfully... We wish to design a bidding model for a contractor which will enable it to bid successfully and profitably in situations involving sealed bids on publicly-advertised requests for construction proposals by Federal, State and municipal governments, or their agencies. Our approach will be such as to give us a model which is normative and heuristic in nature... Essentially, the proposed model will relate the bids of competitors to the Contractor's estimated costs on past jobs in an attempt to predict what its bid ought to be to attain its objective...
